Mbarara. Following the recent arrests of five District Officials including the municipal Site Engineer, yesterday Monday evening Lt. Col. Edith Nakarema’s team from the State House Anti- Corruption nabbed two officials from Mbarara Municipality including the Town Clerk Edward Lwanga, the Treasurer Kerere and commercial Officer James Agaba who escaped before arrest.
These were arrested on allegations for misusing municipal properties, projects and failure to account for funds that were missing.
The Team that was headed by the legal Officer Israel Ochwo in absence of their boss, stormed municipal offices around 10:00am morning before some other members headed to District headquarters at Kamukuzi. Officials of the Anti-corruption team that remained at the municipality grilled some Heads of Departments until when some of the officials from the Municipality failed to present satisfactory information.
According to the probe, the Town clerk Lwanga was grilled about USMID project funds totaling to 900m. He was also grilled to give satisfactory information on the Open space land located opposite Stanbic Bank. Among other lands that the officials from Ant- corruption wanted the Town Clerk explain include; Kenkombe land, cemetery Land, and more others. But all these allegations, the Town Clerk could not give satisfactory information which resulted him to be taken by the CID officials who had come with Nakarema team for further investigations.
While the Municipal Treasurer Kerere also failed to give clear accountability on all suspicious transactions under his office. He also failed to elaborate or clarify on how some funds were transacted especially the 360m Koranorya road funds, 900m USMID funds and some money that was spent on street lights.
Investigations were also held on the Commercial Officer Agaba who was grilled on top of the allegations that were put on him that he misused the 272m of Mbarara Shopping Market. According to the whistle blowers from that market, Agaba was accused by venders and Land Lords of that market that he allegedly collected money from them 900,000= from each but eventually he misused it. According to information this money was meant to renovate that market. But allegations reveal that he used some money to do some little work on that market.
When Agaba realized that the information he gave to the officials from state house was not satisfactory he immediately escaped from the municipal premises. They searched around but couldnot be seen
The two that were taken by the Unit, the Town Clerk and Treasurer were handed over to the CID Officials and taken to Kampala for further investigations.
