Mbarara RDC threatens to arrest Muganga and others over Nyabuhama Parish land

Land scandal at Nyabuhama Parish Government land has got to an end after the RDC of Mbarara Lt. Col. James Mwesigye intervened and ordered all leaders and individuals involved in the scam to quit immediately before arrested.

In the meeting that held at Nyabuhama Parish offices chaired by the Mbarara RDC Mwesigye yesterday decided that the land in dispute belongs to Government, therefore no one should claim it as an individual.

This came after an outcry of the locals of Nyabuhama who teamed up and complained to the relevant authorities that their leaders including the Biharwe Division Chairman Steven Muganga connived and sold off their parish land.

This caused different authorizes to intervene into the matters including the leaders of the Municipality who visited the land which is in question and made various reports until the final intervention of the RDC who reached at the land took the final decision.

It is alleged that in 2013 the parish council sat and passed a resolution that part of parish land be allocated to the willing individuals for development, according to the complainants it is said that the resolution was supported by the Division Chairman Muganga, the Division Town Clerk of that time and some other relevant officers who sat and agree to share this land. One of the officers who found in this scandal is Dorothy Tusingwire the Biharwe Division Secretary.

It was also alleged that Chairman Muganga connived with some other leaders and charged 60,000= which each of the individuals that wanted a plot had to pay and receives a general reciet form the district. But there is a letter which was discovered from the district when the CAO wrote to the Division indicating that Nyabuhama parish Land was sold illegally.

It was discovered that a number of division and parish leaders are the same people who shared plots on that land. Recently when the Government brought up a program of Free Hold Land Titles, this group of people who claim that they own this land came with surveyors to process the land titles but they were chased by the locals.  One of the LC1 Chairmen testified that he was brought some documents required for his signature to allow the process of the land title but he refused to sign when he was forced to do so.

According to the RDC Col. Mwesigy took the final decision basing on the grounds that he took thorough investigations on this land and discovered that the belongs to the Government although some individuals claim it. He also discovered that Biharwe leaders are the ones who illegally allocated themselves plots on this land. Te therefore ruled that whoever claims for this land must stop and quit immediately especially those who had started building some structures will be charged ground rent for the municipality. He also ordered the current Division Town Clerk of Biharwe to immediately process a land Title on behalf of the Parish under Municipal Council.

“am warning the leaders in Mbarara Municipality to stop giving themselves Government land, I will not leave any stone untouched I have now started and I must recover all Municipal land that were grabbed by leaders and individuals because I have learnt that Leaders in Mbarara grabbing Government lands” said RDC Col. Mwesigye.

Speaking to Muganga trashed the allegations that he was involved in this Nyabuhama land scandal, because the resolution was passed by the Parish council, but he believes that leaders were involved in this land scandal.
