Mbarara Municipal stubborn councilors finally approve the Budget

Mbarara. Mbarara Municipal Council Senior Planner Patrick Kanamugira faced tough moments on Friday this week when Councilors grilled him to explain how he created two draft budgets of 6.4b and 6.99b Locally Raised Revenue.

Councilors led by Nickodemas Mujuni tasked Kanamugira to tell council the essence of putting two different drafts of budget that had different figures before they approve the whole Budget 2019/2020.

While explaining, Kamugira told the angry councilors that there was an error in the system. This incensed the Councilors who started pointing fingers at Kanamugira saying that it is typical corrupt tendencies.

Councilor Imam Kagiko raised up and attacked Kanamugira to stop his impunity and arrogance, this comes after Kanamugira told councilors that they do not know some technical things therefore they must accept that there is always errors in systems in case they are not aware.

Another Councilor Disan Kajubi also stood and attacked Kanamugira that this has become a common technique with Mbarara Budgets. He told council that it is the same scenario when they were approving they first budget at the beginning of this term, it was raised that there was an error in the system when Mayor Robert Kakyebezi signed two Budgets.

When Councilor failed to agree with the Senior Planner before the Budget was passed, Speaker Bonny Tashobya asked the councilors to first approve the Budget with amendments then after they form a committee that will probe Kanamugira to correct the issues of two drafts Budget.

Finally the council resolved to form a committee of five people that will sit with Kanamugira on Thursday next week to verify how his budget thoroughly. This brought harmony between the councilors and passed the Budget of 48b for the Financial Year 2019/2020 with amendments.

  This comes after three times while councilors boycotted the council meetings with intention not to approve the budget due to some issues which they say were not implemented in the financial 2018/2019.
