Mbarara Municipal Councilors clash over raised allowances

Mbarara Municipal Councilors on Wednesday this week clashed again during council meeting over allowances that were increased by the business committee.

Majority of the councilors were against the proposal of increasing the allowances for the Councilors and the Mayor claimed that it was intending extremely to benefit the Mayor and his cronies on the Executive Committee.

Business committee report that was laid to the council by the Finance Committee Chairman Hayman Mwesigwa  Shumbusha proposed  that Mayor’s allowance should be increased from 7m to 15m effective this financial year 2020-2021, then allowances for the councilors should be increased by 70,000= Uganda shillings.

Previously, a Municipal Councilor has been getting 100,000= for Transport allowance and 110,000= for seating allowance totaling to 210 per seating. Now when the Business Committee wants to adjust amount upwords by proposing that each councilor should be added 20,000= on Transport allowance and 50,000= as additional on seating allowance.

However, during the council meeting that was meant for Budget approval held at Adit Mall this Wednesday, some councilors reacted bitterly to the extent of lobbying Council Speaker Tashobya not to approve the entire budget until the issue of allowances is resolved.

Doreen Natamba councilor for Kakoba Division said that the motion for allowance increase was only meant to benefit the Mayor and other individuals that have executive positions in the council.

Copying President’s statement Councilor Natamba said it was morally reprehensible to increase council seating allowances during this COVID-19 pandemic where majority of the people are devastated Corona effects some with no food to eat.

However the council through the Speaker and some councilors who supported the motion passed it and approved the 2020-2021 Budget with amendments. It was approved on the total amount of Uganda shillings 45,338,248,000=.
