Mbarara. Mbarara District LC 5 Chairman John Bosco Tumusiime Bamuturaki has finally come up and spoken about the saga that is happening in the district between the Councillors, Chief administrative Officer on side and the District Environment and Natural Resources Heads of department after a few days ago councillors resolved to cause interdiction of two officers from the office.
While speaking to our Reporter on Tuesday, Bamuturaki explains that the district environment officer Jeconious Musngwire deserves what the councillors have resolved because he has failed to take actions when the district leaders complain about his failure to restore wetlands.
Bamuturaki added that Musingwire has totally caused delays and engaged in shoddy deals and connivance with rich people who have encroached on wetlands. He also added that Musingwire has also engaged in political influences where he has got politicians who have always diverted him from doing his work well.
Recently the Mbarara district council made a resolution that the District Environment and Natural Resource Officer should step aside or transfered. They claimed that Musingwire has become so arrogant and failed the Environmental duties.
In the same council, they resolved that the District CAO should also step aside and advised the District Executive Committee to write to the Permanent Secretary Ministry of Local Government to replace him with a new district CAO. On this matter the District Chairman Bamuturaki said that if the councilors have realized that CAO has failed his work, then he should step a side or he takes his responsibility to implement what they want him to work on.
But on the other hand, Bamuturaki blamed the district and municipal leaders and councillors to have failed improve working relationship with technocrats. He claims that the problem with these councillors is mere suspicion on some of leaders and technocrats that they are eating money which is the major cause of all this saga in the district and municipality.
