Councilor speaks out why he locked Speaker outside the Council Hall

On 20th December 2017 there was a drama in the council of Mbarara municipality as one councilor Mohammad Byansi of Nyamityora ward attempted to lock Speaker Bonny Tashobya outside the council Hall during the council meeting.  Since that time this Councilor had been eluded us but finally he agreed to have an exclusive interview with MbararaCity Online News

In the interview with our Reporter Byansi confirmed that it is true he locked the council hall entrance on that day in order to deter Speaker Tashobya from chairing the council meeting on that day

Byansi also noted that his main intention was to stop Speaker from accessing the Council hall because he was still a key suspect in the attempted murder case where his fellow councilor Amos Katurebe was attacked with acid and is still in the hospital in a critical condition. He further said that although Speaker was granted court bail, he still has pending cases to to settle with Police.

Councilor Byansi on that same day was among other councilors who reported at the council very early in the morning and he was assigned a role of ensuring that Tashoby doesnot access council hall at all costs.

When the Speaker arrived with his Sergeants at Arms, Councilor Byansi closed council Hall door. When the Speaker realized that there is something unusual, he moved to Mayor Kakyebezi’s office to avoid embarrassment.  Pro-speaker team of councilors led by the Chief Whip Muluwa Kibelu intervened to open the door by force and the standoff lasted for 30 Minutes until a section of councilors who were behind Byansi’s move came and convinced him to abandon the whole idea to avoid further clashes in the council.

Speaking to us, Councilor Byansi said that a day before the meeting he had approached the Central Police of Mbarara where police confirmed to him that they had arrested some other suspects in connection with the same case of injuring councilor Katurebe.

It should be remembered that last year when Councillor Amos katurebe was attacked with Acid, it is Byansi registered the case at the police thtat led to the arrest of Speaker Tashobya as one behind the attack.
